<P>While <a href="http://www.mtv.com/music/artist/bieber_justin/artist.jhtml">Justin Bieber</a> fans are awaiting the June 19 release of <I>Believe</I>, perhaps they can slake their fever by snatching up some tickets to the singer's upcoming North American tour. Bieber will hit the road for a headlining tour in support of his fourth album on September 29 with a show in Glendale, Arizona, with fans who purchase tickets to the shows getting a chance to pre-order the disc. The "Believe" outing will hit 45 cities before wrapping up in Miami on January 26, 2013, with protégé Carly Rae Jepsen on board as the opening act for the entire run.</P><P></p><div class="player-placeholder right" title="Justin Bieber Promises 'Believe' Tour Dates Will Drop Soon" id="vid:770752" width="415" height="255"></div><p></P><P>"There's a lot of fun stuff," Bieber <a href="/news/articles/1685500/justin-bieber-believe-tour.jhtml">promised earlier this week</a>
 about what fans can expect to see on the tour. "I've been really hard at work in the studio, in the dance studio, just kind of figuring out what I want to do as far as choreography and whatnot. I think the tour's going to be really special. We got a lot of surprises."</P><P>The presale for the <a href="http://www.bieberfever.com/" target="_blank">Fan Club</a> will kick off on May 23, which gives diehards first crack at tickets and some exclusive merchandise. General public tickets will go on sale on June 2 in the U.S. (a day earlier for Canada). VIP packages will also be available, including premium seats, as well as potential meet-and-greet and photo opportunities with Bieber, autographed memorabilia, exclusive VIP merchandise and other perks. Also, $1 from each ticket will be donated to <a href="http://www.pencilsofpromise.org/" target="_blank">Pencils of Promise</a>, a charity that works to build schools and increase educational opportunities in the developing world, with a goal of building 15 schools around the world for needy children.</P><P>While he may be cooking up ways to surprise his fans on the road, Bieber was recently surprised when his video for <a href="/news/articles/1684454/justin-bieber-boyfriend-mature-video.jhtml">"Boyfriend"</a>
 broke a record for the <a href="/news/articles/1684600/justin-bieber-boyfriend-video-youtube.jhtml">most views in one day</a>
 on YouTube. "It's crazy," he said. "Hopefully it just keeps getting more views and more views. My fans are amazing. I'm very blessed."</P><P>Bieber just released the <a href="/news/articles/1685471/justin-bieber-believe-track-list.jhtml">track list</a>
 for <I>Believe</I>, confirming that duets with Drake, Nicki Minaj, Big Sean and Ludacris all made the album's final cut. <P>Police investigating the <a href="/news/articles/1685942/justin-bieber-paparazzo-criminal-battery.jhtml">criminal battery</a>
 complaint against <a href="http://www.mtv.com/music/artist/bieber_justin/artist.jhtml">Justin Bieber</a> have spoken to the alleged victim in the case and are now looking to talk to other witnesses to Sunday's altercation, including Bieber and girlfriend Selena Gomez.</P><P>A spokesperson for the Los Angeles County Sheriff's Department confirmed to MTV News that police had interviewed the unnamed victim, a paparazzi photographer who claims that Bieber struck him after he tried to take pictures of the "Boyfriend" singer and Gomez at the Commons at Calabasas Shopping Center on Sunday afternoon.</P><P></p><div class="player-placeholder right" title="Frame By Frame: Justin Bieber's 'Boyfriend'" id="vid:766128" width="415" height="255"></div><p></P><P>In addition to the celebrity couple, investigators are looking for any other witnesses to the incident to help piece together a narrative of what went down during the scuffle. There has been no detailed information to date on what injuries were allegedly suffered by the photographer, who complained of pain and was transported by the Los Angeles County Fire Department to a local hospital, where he was treated and released.</P><P>According to <a href="http://latimesblogs.latimes.com/lanow/2012/05/justin-bieber-assault.html" target="_blank"><I>The Los Angeles Times</I></a>, legal experts examining the potential case against Bieber, 18, say that the key issue is whether the pop star acted in self-defense. "These guys will often make it impossible for the celebrity to pass," said former deputy district attorney Dmitry Gorin of the obstacles paparazzi photographers often set for stars that sometimes end in physical contact. "Bieber could face a charge if he pushed or hit the photographer and it was not in self-defense," Gorin said. "But it is not really a jail-time offense."</P><P>He said the case would likely be a misdemeanor battery unwitnessed by police and the alleged victim could make a citizens arrest, at which point prosecutors would decide whether to file charges. The maximum sanction if convicted is six months in jail, but due to chronic overcrowding, his first-time offender status and the lack of police witnesses, it's highly unlikely Bieber would serve anywhere close to that term.</P><P>As of press time, the Los Angeles County District Attorney's Office had not officially taken up the case. A spokesperson for Bieber, who is out of the country promoting his upcoming <I>Believe</I> album, had no comment on the matter.</P><P>On Tuesday, a spokesperson for the D.A.'s office said that no case has been presented to that office yet, but that it's possible once interviews are conducted that it will be referred for possible prosecution. Los Angeles County Sheriff's Department spokesperson Lieutenant Margarito Robles told MTV News on Tuesday that the investigation is ongoing and that there was no update on its progress at press time. <P>A few weeks back, <a href="http://www.mtv.com/music/artist/bieber_justin/artist.jhtml">Justin Bieber</a> officially became a <a href="/news/articles/1684665/justin-bieber-graduates-high-school.jhtml">high school graduate</a>. But given that he was schooled on the road, the 18-year-old didn't have the pleasure of donning a cap and gown at an official graduation ceremony.</P><P>So when he stopped by <a href="http://ellen.warnerbros.com/" target="_blank">Ellen DeGeneres' talk show</a> on an episode airing Wednesday (May 23), the comedian attempted to rectify the situation.</P><P>Finally getting the chance to wear a gown and a custom-made cap that hovers over his hair so as not to muss it up, Bieber was handed a diploma by DeGeneres, who told the room, "Good afternoon. Today is an important day. It's Dollar Taco Day at the Warner Bros. cafeteria. We're here to honor the accomplishment of the Biebs, a great American who happens to be from Canada. Justin, you finally made it. You're graduating and I'm so proud of you. Britney will be 'train wreck' on 'X Factor,' new 'America's Got Talent' judge adds at press conference.

<P>Howard Stern held court at New York's Friars Club on Thursday in a long-running press conference to promote his upcoming stint as a judge on "America's Got Talent." And in keeping with the spirit of the legendary roasts that take place at the venue, he didn't shy away from taking some shots at his singing-competition contemporaries.</P><P>Stern was asked by a reporter whether he would have signed up for the "Talent" gig if it meant serving on a panel with "American Idol" judge Jennifer Lopez and newly-announced <a href="/news/articles/1684813/britney-spears-x-factor-judge.jhtml">"X Factor" judge Britney Spears</a> — as opposed to the "Talent" tandem of Howie Mandel and Sharon Osbourne — and, well, let's just say he answered rather directly.</P><P></p><div class="player-placeholder right" title="Howard Stern Calls Britney Spears And Jennifer Lopez 'Dummies'" id="vid:768341" width="415" height="255"></div><p></P><P>"No, I would not [have], because I think we have the best judging panel out there, out of all these shows. I think that the judges all offer constructive, precise criticism, and I really like it," Stern said. "To sit there with J.Lo and Britney Spears and try to prop those two up, I'd be like a ventriloquist with two dummies; I'm not going to sit there and do that."</P><P>Stern didn't stop there, either. When he was asked for his thoughts on "The X Factor" 's reported <a href="/news/articles/1684879/britney-spears-x-factor-deal-judge.jhtml"> $15 million deal with Spears</a>, the shock jock joked that he was in favor of it ... for slightly dubious reasons, of course.</P><P>"I think it's a wonderful decision; Britney still thinks the world is flat. We're going to tune in to see if she can sort of function through the thing. As far as any real criticism, I think ["X Factor" judges] Simon [Cowell] and L.A. Reid will be doing that," he said. "I think Britney's going to stand there and eat a lollipop and wear a sexy outfit; I don't anticipate great opinions from her. I think she's going to sit there like J.Lo. 'Oh, you're wonderful, you're terrific. You think I could get a perfume endorsement out of this? You think I can perform on the show?' I think that's what it's about, but I think it will be interesting. ... I'll tune in to see what kind of train wreck she is, absolutely."</p>
